there were strong protectionist pressures as Mr. Stans
had discovered in Europe, as well as in his own
country.

The Prime Minister said that he understood that
Mr. Stans had had a full discussion with the President
of the Board of Trade on textiles. He would recognise that there were strong political pressures in this country particularly in relation to our cotton industry which had faced a serious contraction as a result
of imports from the Far East over recent years. reminded Mr. Stans that we were still importing a markedly larger percentage of our total consumption than any other European country and our liberalism in this respect had been damaging politically to the Government. We understood therefore the problems facing the United States Administration in relation to their own textile industry; but they were in a more fortunate position in some respects, including the fact that production was still increasing.
