MR. STANS' VISIT TO HONG KONG
The President has seen your submission of 2nd May and has commented:
"This seems absolutely right.
My only doubt concerns U.K. participation in the talks. I think I would have come down on balance against (if only not to give Stans an impression of ganging-up). But I am not prepared to go against the joint advice of the Department and the F.C.0., so I agree."
