bir. Mulley has been invited to attend a briefing meeting

at the Board of Trade at 4.15.p.m. on 23 April, and the plenary meeting with Mr. Stans and his party at 4.00 p.m. on 24 April.

The President of the Board of Trade will be in the Chair at both

meetings and discussions may contime at 10.00 a.m. on 25 April.

Mr. Mulley will be accompanied by Sir A. Snelling and Mr.Whitehead

Mr. Stans' visit will provide the first opportunity for high

level contact with the new US Administration on international

trada questions. The Administration's thinking is still at a

formative stage and there is considerable domestic pressure for

more protectionist policies. The main aim of the discussions

will therefore be to probe vr. Stans' own intentions and to

influence him where possible in the direction of freep trade.

Where Mr. Stans puts forward proposals which are unwelcome to us

(as is likely to be the case on textiles) we should leave him in

no doubt about the difficulties we foresee, He have, however,

to bear in mind that Mr. Stans is in a difficult political

position, because of President Nixon's election campaign

commitment to take action on textile imports, and will be under

pressure to produce "results" from hás tour. He will be

arriving in London at the end of an exhausting series of visits

and is reported to have been discouraged by the reception his

PRoposals have met with in other European capitals. There is
