Long "A Commando operation in Textiles" Stans "badly wanted Long's support", but failed to get it. rejected possible resort to Article XIX on ground that Tarriff Commission would not allow it. Also against Bilateral Agreements because they needed an International Framework "from a Legislative point of view" Stans "deeply disappointed" (Long), and seeking a crumb of comfort for what he sees as an urgent problem facing US. Long stressed need to UK Mis. for firm handling of Stans in European Capitals, esp. Rome and Paris.

US Miss. to GATT reaction to Stans' visit and its "achievements" 7 American del. to GATT against proposed US Action on Non-Cotton Textiles, but were impressed by strength of Stans "political need" to do something for US Textile Industry. On Economic side Stans quoted 54% rise in US. MMF Imports last year; but main issue Nixon's.elec- tion promise. Mills telegraphed Stans "if Administration don't act Congress will". Stans suggested some form of "bargain".
