You have probably noted Washington's telegram No. 25 addressed to Hong Kong in which the Counsellor (Hong Kong Affairs) Mr. Hermann tells Hong Kong that the brief being prepared for Mr. Stans visit to the colony includes a number of matters apart from textiles.

I should be grateful to know if you have any indication what matters to do with COCOM are likely to be brought up. Do you think that we should ask Hong Kong if they have any knowledge what is likely to be raised under this heading?
