making use of their rights pursuant to Article XIX of the

G.A.T.T. (emergency measures in the case of an existing or

imminent market disturbance caused by an increase in the imports

of certain goods) if the required preconditions are fulfilled.

We and the other Government departments consider this

solution to be the "neatest" one. We do not think, however,

that it is necessary to point this out to the Americans.
