The Government of Japan also wish to state that they are obliged
point out that there are no justifiable arguments for holding
such a meeting, which will evidentally be inconsistant with the
agreed intention of the Parties to the Long-Term Arrangements
regarding International Trade in Cotton Textiles of
9th February, 1962, providing in Article I "They also recognize
that, since these measures are intended to deal with the special
problems of cotton textiles, they are not to be considered as
lending themselves to application in other fields".
4. In view of the common interest of Japan and the United Kingdom
in opposing the U.S.A. movement, the Japanese Government would like to express their hope that the United Kingdom Government
will, in their talks with the United States, oppose any idea
of holding an international meeting as mentioned above, and
that our countries can maintain close collaboration in the
future with a view to preventing the realization of any form of new
restrictions on the international trade in textiles.
