serious and demonstrable damage to domestic producers by imports from Hong Kong. This attitude on our
part would, I feel sure, be fully acceptable to Hong Kong (cf. paragraph 2 of Hong Kong telegram No. 296). And I think it is essential, economically and politically, that we give Hong Kong this support. Mr. Stans is to visit Hong Kong on 17 May (Washington telegram No.19 to Hong Kong). will make full use there of any wavering in our support for the Colony in these London talks. The effect on our relations with the Colony could be most serious.
