Reply to Hong Kong Telegram No. 176 on US Textile

Imports

Following discussion with the Board of Trade and hong Kong Department, I now propose to issue a reply in the terms of the draft telegram attached. I have agreed with Miss Welch of the Board of Trade that I will hold this until 12 noon, as they are hoping to get some information about the Trade Policy talks with President Nixon by that hour. Otherwise, if you have no objections, I shall issue the telegram.
