Further to my letter under this heading of 3rd October, 1969, I have now at long last received through the Diplomatic Bag a copy of the summary of non-cotton restraints conceded by Hong Kong which was referred to in Hong Kong telegrams 42 and 43 to Washington.

I enclose three photo copies of this summary so that you may pass one copy on to the Board of Trade and another to the Commodities Department while retaining one for your own use.
