SUGGESTIONS FOR ADDITIONS TO GUIDANCE PAPER ON HONG KONG'S EXTERNAL COMMERCIAL RELATIONS
(A) H.M.G's membership of international organisations, except when otherwise provided for, covers representation: of Hong Kong. Hong Kong Government representatives · attached to U.K. delegations to GATT and other international organisations may, with the agreement of the leader of the U.K. delegátion, or the Head of the United Kingdom Mission in Geneva, as appropriate, speak on subjects of interest to Hong Kong in cases covered by paragraph 3. In cases covered by paragraph 4, a statement of general policy will be made by U.K. representatives but Hong Kong Government representatives · may speak to provide detailed information about Hong Kong aspects.
(B) Instructions for U.K. delegations to GATT and other international meetings, when matters of interest to Hong Kong arise, will in the case of matters covered by paragraph 3 be sent by Hong Kong, either through the FCO or copied to the FCO, and in the case of matters covered by paragraph 4 will be sent by the FCO after consultation with Hong Kong.
Addition to paragraph 8. Where, however, such
negotiations take place in the context of commitments in GATT or international organisations of which Hong Kong is not a member, the procedure in paragraph (A) will be followed.
