It has not been possible to resolve substantively

the issues raised in Melville's letter of 3 December

to Goldsmith and we will not be able to reach any

final agreement on code of practice for conduct of Hong Kong representatives in multilateral forum in

time for meeting on 15 December.

However we do not foresee that the different

interests of Hong Kong and the UK in regard to non- cotton textiles, eventually irreconcileable though they may be, will need to be ventilated on this occasion. If necessary we would have no objection to "the representative of the UK on behalf of Hong Kong" (to use the formal technical description of the Hong Kong representative) speaking separately in terms of Hong Kong's interests provided that prior discussion of the line we proposed to a dopt had taken place with you, in order to avoid misunderstanding and embarrassment and provided you agreed.

We are replying to Hong Kong Tel. No.15 agreeing to JORDAN's inclusion in the UK delegation.
