It has not been possible to resolve substantively Poľ the issues raised in Melville's letter of 3 December to Goldsmith and we will not be able to reach any final agreement on code of practice for conduct of Hong Kong representatives in multilateral forum in time for meeting on 15 December.
However
we do not foresee that the different interests of Hong Kong and the UK in regard to non-
conflicting cotton textiles, eventually irreconcileable though they may be, will need to be ventilated on this occasion, If necessary we would have no objection to
