The chances of getting such a Working Party off the ground would probably depend on leaving the meaning of the word "clarify" entirely obscure e.g. on allowing the Americans to think that it meant "enlarging" and the developing coun- tries to think that it meant "tightening up". This situation may impose caution in opening our mouths

too wide at the outset in any crusading sense.
