be in accordance with the interests of both Britain

and Hong Kong to agree to the extension of the ITA with such modifications as may be obtainable and to continue to albw bilateral restraints to continue

to develope and not to seek to insist on strict adherence to the letter of t● GATT (in particular Article XIX) because I think this would be unrealistic in the present situation and that it might well lead in the end to a more restrictive situation and ti its extension from textiles into other producīts with retaliation and counter retalisation leading us back to the illiberal trading situation that the GATT had done so much to prevent.
