16. There is clearly anxiety in the BOT that other developed countries should "share the burden" of lo-cost textile imports to a greater extent than

they do and that therefore Britain would be better off

wit out the LTA. But I think it is unrealistic t

imagine that, even if the LFA were to go, the other developed countries would be prepared to share the burden. The position then would be that the only protection they would have would be the tariff and Article XIX. This would lead to widespread discriminatory use of Article XIX or rather of imports restrictions which could only be challenged under Article XIX and unless H.M.G. were also prepared to cheat on the use of article XIX (and how could they if they ere attemptingto gain international acceptance of a strict application of Article XIX?), there would be no relief from this "burden".
