Suggested Amendments to 200(69)17 in the Version to be

Paragraph 11

Amend to read as follows:

"Hong Kong is resigned to the extension of the

LPA but would like to see some of its provisio

amended so as to force importing countries to

interpret it in a more liberal way.

Faragraph 26 (ii) Amend the opening of the paragraph to read

as follows:

"To try to bring all forms of control over

imports within the framework of consideration

in the GATT. This would mean that bilateral

restraint arrangements would have to be dis-

closed to and specifically considered in the

GATT. This course is attractive in principle

Amend to read as follows:-

"The discussions on cotton textiles in Geneva

are likely to last for some time. We need,

therefore, be in no hurry to decide on a final

line. Against the background of decisions

taken recently by Ministers, it would be

reasonable for us to make it clear that we

should shed no tears if the ITA was brought to

an end from the beginning of 1972, since we

would be content as from that date to rely

solely on the tariff for protection, provided

other importing countries were prepared to do

the same. In short, we would prefer not to be

put in a position where we might feel obligod

to use once again the special procedure for

derogation from GATT principles which was

enshrined in the MA.
