EEC Common Commercial Policy:

Hong Kong

As of course you know the Commission have recently

taken another step in the direction of an EEC common

commercial policy by tabling with the Council proposals

dealing with the importation of a number of items of

relevance to Hong Kong's trade;

(a) annual quotas of 2.5 million units for umbrellas

and parasols;

(b) annual quotas of 7.353 million pairs of canvas

shoes.

Hong Kong's rights under Article 11 of the GATT,

General Elimination of Quantative Restrictions, appear

to be infringed.

2. In his letter to me of 10 September (you may have

seen Ingram's copy) Kenneth Christofas considered what

action we might take on behalf of Hong Kong and in

particular the timing of any such action.

L. We have been considering these questions in this

office. In the first place we are clear that subject to

Hong Kong's own views we ought to register some protest.

In the second place our inclination is to do so with the

least possible further delay. There seems to be general

recognition that once the complex process of consulta-

tion and internal adjustment between member countries of

the community is complete it is virtually impossible to

change their decisions. This indicates that we ought to
