While I was in Geneva for the G.A.T.T. Cotton Textiles Beeting, Herr krnst (E.E.C. Commission) suggested that it would be useful to discuss with us in Brussels the developing common commercial policy as it affects Hong Kong. lle suggested some time in November and asked me to write to you so that you could fira up the arrangement. On the next day Herr Ernst came to London for the Council of Association meeting. while he was here he talked to Ar. Freston. He told him that he would be back in London on December 1 and would welcome talks on the common commercial policy question and others matters on December 2.

I wonder if you would be kind enough to get in touch with Herr Ernst in order to find out what he would prefer. le should, of course, be happy to talk to him here on December 2 but if he would see virtue in earlier talks in Brussels I should be pleased to come over. If I did so, I think Mr. Carey would like to cone too in order to continue our discussions on the textiles problca. Please make it clear that we will do whatever Herr Ermat prefers.
