Since the discussion on Hong Kong and the Common Commercial Policy was carried further on the following day, it is sufficient to record only the main points of the discussion on the first day. These points were:

(1) Hr. Ernst said that unless the Commission could get assurances from Hong Kong on two points, namely readiness to contemplate specific limits on certain items, and consent to some general safeguard, the Commission would have to establish unilateral procedures with regard to Hong Kong.

(11) To repeated questions whether the Community was in fact proposing to establish a common market with regard to Hong Kong, as opposed to a system of individual country quotas, Mr. Ernst said that things would be different after the 1st January, since all bilateral agreements would be negotiated by the Commission on behalf of the Community, and indeed any revision of the QATT Long-Term Arrangement. It was contemplated that there would be a Community reserve quota as well as
