9. Mr. Goldsmith said that Mr. Jones' brief would be oiroulated together with the short note of the line we intended to take with Mr. Ernst on Hong Коль 6's rights vis-a-vis the Community's proposals on quantitative restrictions. He mentioned that he felt it was necessary to keep the talks with Mr. Ernst on an informal basis so that Mr. Ernst would not be able to say that formal consultations had taken place. He hoped that with such an informal atmosphere both sides would be able to speak freely about common problems.
10. In summing up Mr. Goldsmith said that the points which the U.K. would put to Mr. Ernst on of H.Ws position were as set out in paras. 4 and 7, namely:
(1) The illogicality of extending illegal French quantitative
restrictions to the whole community;
(2) The illogicality of .E.C. establishing quantitative restrictions
where none previously existed on a country not community basis; (3) The tactics vis-a-vis an E.5.C. approach to Japan would also be
mentioned.
