Further to my memorandum No 203 of 1st August.
My memorandum N° 225 of 2nd September touched on
the general questions raised by developments. With the present one I enclose the full details of the four specific EEC Commission proposals submitted to the Council of 4th August under a covering letter from Mansholt to Luns, a copy of this is also enclosed. These documents, which were summarised in Agence Europe No 384 of 30th July, have also been despatched separately to AG.

It is understood that the Italians continue to hold up discussions on the earlier ceramic proposals and that this new set of four is not likely to appear on the agenda of the Working Group of the Council until the end of this month.

of the four new proposals only those relating to umbrellas and footwear directly concern Hong Kong's potential exports:
the papers on cutlery and ball bearings are forwarded for your general information. You will note however an indication in Annex I 2 to the ball bearings paper that the sector next engaging the Commission's attention deals with watches and delicate and optical instruments: these have not yet been forwarded to the Council.

The specific proposals herewith, intended to come into operating on 1st January 1970, of direct relevance to Hong Kong,

(a) EEC annual quotes totalling 2.5 million units for our
unbrelius and parasols ex 66.01;
(b) EEC surveillance procedures in respect of the rest of
tariff position 66.01: garden umbrellas, etc.;
(c) EEC annual quotas totalling 7.353 million pairs of long
Kong canvas shoes, rubber-soled etc. ex 64.02;
(d) EEC surveillance procedures in respect of shoes with
rubber soles and uppers ex 64.01 and house shoes with uppers other than in natural leather ex 64.02.
Annex I 3 to the fœtwear proposals still contains (on page 3) a reference to a French quota of 15,000 pairs of, in effect, rukker boots ex 64.01; this item was liberalised at the March 1969 French talks and is no longer under quota.
