For our part in the F.C.O., we may need to come to

some understanding with the Board of Trade about the primacy of our own position in relation to the determination of Hong Kong's commercial policy. It would suffice if the Board of Trade would accept that it is an F.C.0. responsibility to decide whether Hong Kong's interests require the Colony to pursue a divergent policy or course of action - subject always of course to the qualification that if Board of Trade consider the issue is of such importance that they cannot accept the FCO decision (even at ministerial level) the matter should go to Cabinet Committee.
