Government in its own words, if it

should

so wishes, shall be placed before the

Ministers concerned.

In the course of any consultations,

H.M.G. will explain fully to the Hong

Kong Government the reasons for

adopting thepolicy it proposes.

In matters of H.M.G's external commercial

relations, where it is proposed to follow

policies which may directly or indirectly

affect Hong Kong's interests, the Hong Kong

Government will be kept informed of H.M.G's

intentions, and will be given the

opportunity for such consultations and

representations as may be necessary to

ensure that its views and interests are

fully taken into account.

When H.M. G. either -

(a) determines that Hong Kong's views and

interests must be over-ridden in favour

of a superior U.K. interest, or

(b) is unable, for reasons of U.K. policy,

adequately to defend Hong Kong against

action by other countries which is

damaging to Hong Kong's trading interests,

H.M.G. and the Hong Kong Government will

consider whether any remedial measures are

appropriate.

In the course of any trade negotiations

between the Hong Kong Government and a

third party, any U.K. representatives

participating should do so in such a manner

as not to impair Hong Kong's appearance of

practical authority in commercial relations

matters.
