Before submitting to Ministers the document
on the conduct of Hong Kong's external
commercial relations which emerged from our
discussions with the Governor, we need to be sure that Hong Kong (which means, I think, in this patricular instance Sir John Cowperthwaite)
have no comments to make. You will recall
the Governor saying that he wanted the text
telegraphed to Hong Kong in case they had any major points to make (as opposed to suggestions
for mere textual amendment). We did so under
cover of a telegram agreed with Sir David Trench.
We can use the interval before Hong Kong
replies by sending our present version of the
text to the Board of Trade and the Ministry of
Technology for their confirmation that we have
made all the necessary amendments. I submit
a draft letter.
