Mr. Carter

Mr. Wilford, who had a brief word with me about your minute on the subject of the conduct of Hong Kong's commercial relations, suggested that I should find out if Sir Leslie Monson had any comments to make before he, Sir Leslie, went away. He will be away until 3 January.

Sir Leslie Monson told me on the phone that out of the three choices considered at page 4 of the draft letter to Mr. Hughes he favoured the third i.e. the provision of separate charter to cover international organisations. He added that he had not formed any clear views on the suggestions Sir E. Melville had made with his letter of 3 December.

3. I gathered that Sir Leslie thought that this third choice would make it easier to draft a guidance paper. When I told him that I thought your own preference for a separate piece of paper for international organisations arose largely from your desire not to upset too much the document on which we had reached at least a degree of concensus with the Board of Trade he seemed to agree.
