Hong Kong Government should actually conduct the negotiations, although this would usually be the case, certainly for negotiations in Hong Kong or in a foreign capital. In the case of negotiations in London it would be necessary for a representative of H.. G. to formally take the c' air. In this case, however, it would be preferable for the ../C.0., as the department responsible for Hong Kong's interests as such, to take the lead rather than the Board of Trade which is more concerned with the U.K.'s own interests in the commercial sphere.

As regards the policy issues involved, there are very well defined channels of communication between H... G. and the Hong Kong Governont which can be used to iron out any differences between then on particular questions. The way the issues involved should be handled in each particular case c n vary according to the circumstances. at this stage it is probably only necessary to lay down the general principle that the Hong Kon Government should keep H... informed on all, substantive questions arising in its external commercial relations and of the attitude it would propose to adopt in each case (the opposite would also apply in instances where H.M.G.
