distribution of prints to suit Hong Kong needs can be devised in London. If this is so, then the choice, as he says, lies between a request to posts to send material to Hong Kong direct or the selection of prints by Hong Kong Department. I cannot tell how far the latter would be practicable. But if the first of these two courses is adopted, I would have thought that a request to posts might come better from the FCO as it would bear more authority than one from the Hong Kong Government. Further the request should perhaps outline rather more fully than Mr. Maddocks has done the kinds of material which Hong Kong would find useful

4. On a point of detail, Mr. Maddocks wants a request to go to the Delegation to OECD. In fact there are very rarely despatches from the Delegation which would and be of any use at all to the Hong Kong Government; correspondence between the Delegation and London is mainly closely concerned with developments in particular OECD Committees. I doubt therefore whether it is worth while sending a request to the Delegation in Paris. What might be useful to Hong Kong are the annual economic surveys of OECD countries produced by the OECD Secretariat. These however are published in due course and I expect that the Hong Kong Government have organised themselves to order this and other publications (like the biennial OECD Economic Outlook). 5. I suggest that a check should be made with

European Integration Department about how far the output of the Delegation to EEC would be of use to the Hong Kong Government.
