In so far as Canada is concerned I have no · objection to what is proposed provided our High Commission in Ottawa are content with whatever

procedures are agreed. (I think it is essentially for them to judge in the first instance how far they, and we, can safely go without risk to Anglo/Canadian relations; moreover, I understand they conduct negotiations with the Canadians on the Hong Kong Government's behalf from time to time, so they ought to be generally aware of the type of information likely to be of interest).
