old Commonwealth (Australia, Canada and
New Zealand) to receive a fairly high
proportion of Foreign Office print, giving
wide coverage of world affairs.

It was
much appreciated by the Governments concerned,
from whom there is a reverse flow of inform-
ation, although not always in the same form.
The "A" distribution was much less
satisfactory.
The great increase in the
number of new Commonwealth Governments with
different alignments, interests and standards
of security and sophistication had increas-
ingly inhibited departments from authorising
the distribution of despatches and research
papers to the Commonwealth as a whole. In
the last four or five years, the number of
prints given "A" distribution had shrunk to
a trickle, dealing with only the least con-
tentious subjects and areas of the world.
On the other hand many posts thought even
this trickle useful as a general lubricant
and manifestation of goodwill, as an entrée
and, when relevant, a useful source of
information to the Government concerned.
The "+" distribution, which had been
introduced to permit a greater flow to
selected new Commonwealth Governments,
