Mr. Stewart
The part of Office Services and Supply Department which deals with office circulars etc. were not parti- cularly helpful re "X" of Mr. Carter's minute. They can only be guided by this Department of whether to issue a letter from Mr. Wilford or a circular, but they did suggest that we might consider which form was most likely to be read (or evade the waste paper basket longest). A circular could have whatever distribution we considered necessary. The attached draft is based on the assumption that it would issue from Mr. Wilford.
