I appreciate
that the vast majority of your Delegation's
output relates to the proceedings of particular
OECD committees and would be unlikely to be of
much value to the Hong Kong Government. The
sort of document which we have in mind is
your annual review, and surveys of general
interest like your despatch of 1 August, 1969.
We are asking Maddocks to ensure that the
Hong Kong Government have made arrangements
to receive copies of OECD publications of
interest to them, like the annual economic
member
surveys of labour countries and the biennial
OECD Economic Outlook 7.
Clearly what is sent must be left to your
discretion.
We do not envisage that there will
be any need to send material rating a higher
classification than "Confidential".
In any
case, we would ask you to send all such material
to:
Political Adviser,
Colonial Secretariat,
Hong Kong
and he will act as a filter before it is
disseminated for use in the Department of
Commerce and Industry.
