Many thanks for your letter of November 13./ What you report Tran having said in peras.2 and 3 of your letter doco not surprise us but it is useful to have this expression of view. I am glad to hear A new proposals to meet the Hong Kong problem are

being drawn up. Naturally we want the iniquitous (5%) proposal buried as rapidly as possible, but oxperience loads us to take the latest intelligence from Tran with a grain of salt. It will be very useful if you can keep in touch with him.
