45. Die Group have had very much in mind the fact that the Second UNCTAD Conference *00 begin in only four months' time and that the question of special tariff treatment for developing countries will inevitably be a major agenda item. They realise that

mirion not represented on the Group, both developed and developing, are hoping that the Group's report will suggest how the stalemate on this subject can be broken. They have accordingly drawn up, and included as Part I of this report, a set of guidelines or principles as a basis for a statement which might be presented to the developing omriss at the Second Conference of UNCTAD.
