The Special Group recommend that Member Governments of the O.E.C.D. support a beteannt on the following lines to be presented to the developing countries at the de comi Zouference of the UNCTADA. The United States Momber of the Group stated that in hto view di would be necessary for this statement to include, in addition, the point made by him on page 7.

Temporary advantages in the form of generalized arrangements for special tariff treatment for developing countries in the markets of developed countries can assist the developing countries to increase their export "earnings and so contribute to an acceleration in their rates of economio

Growth.

(2) The potential benefits for developing countries will be maximized by the

largest possible participation of developed countries in arrangements for

the grant of such special tariff treatment.

(3) Such new arrangements should arm to accord broadly equivalent opportunities

in all developed countries to all developing countries.

(4) The arrangements should be designed so as to result in an equitable

distribution among the developed countries of increased import opportunties to their markets, and should take into account the effects on the exports

of third countries.

(5) Any new arrangements for the grant of special tariff treatment cannot be

put into effect without the support of the developing countries, and their

views should be taken into accc^int in the formulation of any such arrange-

ments.

(6) The grant of temporary tariff advantages to developing countries would not

constitute a binding commitment and should not in any way impede the reduction of tariffs on an m.f.n. basis, whether unilaterally or following

an international tariff negotiation.
