Thank you for your letter of 24th October and for the draft Memorandum on Dependent Territories and Associated States for circulation in OECD.

I now feel that the first sentence of the draft which suggests that countries should make applications is better deleted since this sentence has been dropped from the first revision of TC/PREF./69.22. May I therefore suggest that the Memorandum should start as follows:

"Her Majesty's Government consider that it
is now necessary to state clearly their views pn the position in the generalised preference scheme of their Dependent Territories and those countries of the Commonwealth for whose external affairs they are responsible."
In paragraph 2 the word "therefore" should also be
deleted.
4. Subject to your agreement to this, I should be grateful if Tom Muir in Paris could now pass the revised Memorandum to the OECD Secretariat for distribution es quickly as possible.
5. I shall be grateful for your note on Rhodesia although I am not likely to have to use it until the next meeting of the UNCTAD Special Committee on Preferences. Since there are also political disputes on one or two of the territories listed in your Memorandum e.g. Gibraltar and the Falkland Islands, I would also be useful to have some defensive briefs in case these are raised.
