UNCTAD Preferences: Dependent Territories
Thank you for your letter of 28 October; I agree with the revised wording put forward in your paragraph 2 for the opening sentence of the Memorandum. I also agree with your paragraph 3.

In your letter of 24 October to Tom Muir on the subject of UNCTAD preferences you referred in paragraph 6 to British Antarctica and the Falkland Islands. You will have noticed from the list of Dependent Territories attached to my letter of the same date that we omitted British Antarctic Territory (B.A.T.) and included the Falkland Islands. As regards the B.A.T.
'. you will be aware that it has been agreed to omit this territory from the list of dependent territories we submit to GATT in view of the difference of opinion we have with Chile on this issue. It would, I feel, be inconsistent to put the B.A.T. in our list of UNCTAD beneficiaries and it is, of course, unlikely that the preference scheme will be of any interest to B.A.T. in the foreseeable future. The same considerations do not apply to the Falkland Islands and I can see no reason to exclude them from the list. I shall, as you ask, be letting you have some defensive notes on the Falkland Islands and Gibraltar.
3. I confirm that we shall notify Commonweath countries and Dependent Territories of the claims we have made (paragraph 7 of your letter of 24 October to Tom Muir) when we are in touch with them about our submission to UNCTAD.
