intention is that the basic amount will be fixed at the value

of imports in the basic year while the additional amount will

be variable and will be recalculated each year on the latest

import figures although it will not be allowed to fall below

the amount applicable in the first year of the scheme.

A specific reservation is made on cotton textiles covered

by the GATT Long Term Arrangement on these goods duty free

entry will be granted but only to those beneficiary countries

that are members of the LTA and within the restraints agreed

under the arrangement or bilaterally. On jute and coir products

duty free entry is offered only within restrictions to be made

with exporting developing countries.

9. The EEC have not made available to their Ó.E.C.D. partners

any more detailed information on the arrangements they have in

mind or how they will be administered. A number of questions

which will have to be answered before the full effect of the

duty quota system can be assessed are:

a)

will the quotas be allocated in advance under some

sort of licensing system or is it the intention to

admit imports duty free until the customs returns

show that the ceiling is reached and that the full

rate of duty will then be reimposed until the current

year has ended? (It appears that the EEC will probably

adopt the latter course, despite the difficulties caused

for traders);

b)

will each quota ceiling apply to the EEC as a whole or

will there be separate quotas for each of the member

states?

will the duty quotas be related to whole headings of the

BTN or to individual tariff positions?
