The Group met from 24-26 September. lends) was in the chair. The U.K. was represented by Kommis (Board of Trade) and Fall (U.K.MIS Geneva). The Group's main task was to clarify further national positions and to continue the search for areas of agreement, with a view to making recommendations to the Trado Committee. (The latter is to meet on 27-29 October to decide on the "substantive documenta- tion" about a preferences scheme that the potential donor countries of OECD are to submit to UNCTAD by 15 November).
National Positions
2. Little further public clarification of the United States attitude was available, beyond that they would continue to participate in the Group's work and try to have a more definite position by the Trade Committee meeting. Privately, Leary (State Dept.) informed major delegations that all the Washington agencies were now convinced that the U.S. must participate in a proferences their difficulty was in agrecing on the scope of U.S. offers and the type of safeguard mechanism against injury from increased imports. He thought that duty quotas might be chosen (and is closely examining the E.E.C. ideas on these).
