Dorward will be very welcome to join the UK

Delegation to meetings of the OECD ad hoc Group until

Jones is available to take his place. However the

meetings of the group being arranged in July are

unlikely to do more than to enable questions to be

put to each donor country in turn on its submissions

and are unlikely to get very far on any of the main

issues still to be settled. These, including the

question of beneficiary countries, will probably

come up for intensive discussion only in September

and October.

2. The Board of Trade have been copying the

submissions so far received to Jones at Geneva til

his return, they will send copies direct to Hong Kong,

including the US and Japanese submissions whenever

they become available in July.

Arrangements have already been made for

Dorward to accompany Kemmis to the next session of

the UNCTAD Special Committee.
