I saw Tran in the Commission on 10 July and had come discussion with him of the Community's future handling of their UNCIAD preference of offer. I was able to pass over to him certain further statistical mat- erial that had come from Hong Kong (3.3.0. member states' investmento An Hong Kong; Macao trade statistics; and Long Hong trade statistics for 1968).

2. Tran began by saying that, in general, the Community wan determin- od to preso ahood at a fast pace. The mombor states vore all firm in this matter. One aim in taking this line had been to bring all possible pressure to bear on the U.E. to table their offer; another was to com- tinue to gain the undoubted political dividends from appeering to tako the lead, among the developed countries. For this reason the Community would hold firmly to the intention to open discussions in UNICtad by late Kovember and would not allow themselves" to be diverted from it. Thio implied a considerable acceleration of the work in 0.2.C.D. and also within the Community itself.

3. lie emphasised, however, that this docision to press forward rapidly did not imply any weakening of the Community's determination to resist negotiation with the less developed countries. They remained quite firm in their determination to refuse any substantive negotiation.

Turning then to the question of Hong Kong, Tran endd that he had not recently had the time to carry forward his work in this sector. But his Director, di Martino, had now asked him to let him have soze tont- ative ideas on the modalitios of including Hong Kong in the Community offer which he (di Kortino) could discuss informally with the a.c. member statea during the 0.4.C.D. meeting in curis starting on 15 July. Tran doubted very much whether he would be able to lot di Tartino hava anything detailed by thon, but he was going to do his best. That is to say, that long kong would be included in the soleme; that for non-sensitive productă thoro would be no limitation; that for semi-scusitive products there would be surveillance (and, if the inclusion of Hong Kong were greatly to long- then the somi-sonsitive list, perhaps there would have to be special sur veillance procedures for Hong Zong products); and that for cenătive products there would have to bo some specific limitation of Hong Kong participation in the scheme (ke said he had still not decided whether to propose a special Hong Kong quota outside the quota calculated for the other less developed countries or whether to propose a Long Kong element in the global quota for the less developed countries.)
