Tran said that it would be very helpful to those within the Commission who wanted to see the inclusion of Hong Kong (both because of British representations and because it helps towards the inclusion of Israel against French objections) if Hughes on his visit to the Commission later this week could emphasise how important it was in our view that Hong Kong should be included and if he would urge the Commission to find a solution to the problem that would be accoptable to all.

5. He also suggested that it would be very welcome to the Commission if Nughes said that we were very concerned at the failure of the Americans to table any offers in 0.E.C.D. and that we should be glad to keep closely in touch with the E.E.C. about what response should be made in this situation.

Wo have asked Hughes to consider these points for his visit to Brussels and, most particularly, to note that he should not reveal when talking to the Commission that we have been obtaining this sort of information from within the Commission.
