I had no further discussions in the corridors about Hong Kong's position. The only news I gathered was that the Japanese had excluded Hong Kong and perhaps some others from their offer. This was pretty inevitable and we can only hope it will not prove a bad example. It will be important to see in due course how "other countries" are defined.
