5. It was widely recognised that it might not be possible for such consultations and such working groups as had been established to complete their work within the time schedule of the Committee's third session and it might be necessary for them to continue even after that session. It was agreed that in such an eventuality, the Committee at its third session would have to make appropriate arrangements for final- ising its report for submission to the 9th session of the Trade and Development Board."
