even though in some cases this would increase

the difficulties of certain domestic industries

and Commonwealth suppliers. If, and when, other

countries breach the principle we would have to

reconsider our position and it might well be

that if other countries were excluding potential

beneficiaries we ourselves would want to take

the opportunity to exclude countries such as

Spain to which we did not want to extend benefits

On a more general point I suggest that
