7. The United Kingdom attaches importance to the establishment of safeguards which would enable preferential tariff treatment on particular points to be withdrawn or modified. This will be particularly important in connection
with the inclusion of certain items.
Import Statistics
8. The developing countries for which import statistics are given in the attached lists are those treated as developing in the 0.E.C.D. trade statistics referred to in paragraph 7(g) of TD/LDC/43, dated 23rd March 1967, other than North Korea, North Vietnam, and Mongolia. Separate figures are given for
imports from Commonwealth and from non-Commonwealth developing countries (together with figures for the main suppliers).
Textiles
9. For the textile goods specified in the Annex to List I, the United Kingdom would be prepared to consider the grant of duty free entry without limitation but only on condition that at least all the other major prospective donor countries will similarly grant duty free entry to imports from all countries and territories. claiming developing status without any form of quota or other limitation. If other countries are not prepared to do so, the United Kingdom will be obliged to withdraw this particular offer and to reconsider its position.
Iron and Steel
10. For the Iron and Steel products specified in the Annex to List I, the United Kingdom would be prepared to consider the grant of duty free entry without limitation only if other major prospective donor countries are prepared to do the same.
Processed Agricultural Products
11. List II has been compiled on the basis of the classification of processed agricultural products set out in UNCTAD paper TD/B/AC.5/5 addendum 2. On these products the United Kingdom would be prepared to consider the grant of duty free entry except for a few items, specified in the Annex to List II, where the preferential tariff treatment would be a 50% cut. On a number of products, this is subject to conditions which are set out in the Annex.
