I enclose a note of a meeting which took place in Geneva yesterday with Mr. Tran of the European Economic Commission. The note was prepared by Derek Jones and is an accurate account of the discussion. Mr. Tran took pains to emphasise that he was speaking to us in strict confidence and wanted us to take every precaution against disclosing that he had given us this information and guidance.

I propose to take an early opportunity of tackling the French on this subject (Mlle. Guyot) although I do not expect to find it easy to persuade her of the general virtue of falling in with the apparent wishes of the Commission, Germans and Dutch. Still I will try.

I am sending a copy of this letter to Hannay in Brussels to keep him in the picture. I think for the time being it would be better if he made no more approaches on this subject.

De Martino is expected here to-day. Tran has promised to give me a full a ccount of what happens at the Commission meeting on Wednesday next.
