developed countries have insisted that they can only consider their inclusion in the scheme on a case-by-case basis. As you point out, 2. tem of generalised preferences for all developing countries docs not have particular attractions for Jamaica because of the threat to its privileged position in the British market. The inten- tion is, however, that any disadvantages of this kind should be outweighed by the new opportunities provided in other developed markets, for instance for Jamaica's manufactures in the U.S. and this is the line you should take with the Jamaicans if this question is raised. We certainly cannot accept the view - which they and others have put forward in UNCTAD that direct financial compensa- tion should be paid to developing countries where their existing preferential position is eroded in any way and you should not encourage them to expect anything of this kind.
