With reference to your telegram 27786 of 31st December 1968 to the British Embassy in Brussels on this subject, I have been asked by Pat Dodge, Counsellor for Hong Kong Commercial Affairs in the Embassy, to let you have the substance of David Jordan's saving telegram 274 to the Director of the Commerce & Industry Department in Hong Kong.
As the saving telegram deals with a number of other matters besides the main preference issue and as its form is that of an inter-office memorandum of the Hong Kong Commerce & Industry Dept., I am not copying the full text to you but I trust that the attached extract will serve your purpose.
