Article XXV for a waiver of their m-f-n obligations under Article I. For reasons explained in more detail in paragraphs 11-15 of the memorandum, this waiver was obtained.

The Australian Scheme contains certain rules of origin which apply to imports from 1.d.c ́s. Goods shall be treated as the manufactures of 1.d.c.s if:
(a) the process last performed took place in such a country; and
(b) not less than half of the factory cost was the value of labour and (or) materials of the country itself, of Australia, or of another 1.d.c.
